Recently, Chen Cai, a senior engineer at the Planning Institute of the China Academy of Information and Communications Technology, revealed that "currently, the National Standards Commission has led the establishment of the National Smart City Standardization Coordination and Promotion Group, the Overall Group, and the Expert Consultation Group. The National Smart City Standard System is expected to be introduced within the next three years.". With the advancement of multiple macro policies and technical standards, it means that the top-level policy deployment of China's smart cities has been fully implemented.
Developing unified standards for conducting national comprehensive evaluations
Chen Cai stated that by the end of 2014, 25 ministries including the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Housing and Urban Rural Development had established inter ministerial coordination mechanisms and working groups for smart cities to address major cross departmental and cross disciplinary issues in the process of smart city construction. Looking ahead to 2015, under the unified guidance and deployment at the national level, China's smart cities are expected to make breakthroughs in overall evaluation, public welfare services, international cooperation, and other aspects.
At present, various central departments are leading the research and development of evaluation indicators and systems for smart cities in this field, forming new ideas and practices that promote construction, management, and improvement through evaluation. In the future, China's smart cities may carry out national comprehensive evaluations to promote the implementation of smart city construction in various regions through evaluation work. The construction of smart cities must be consistent with the new urbanization strategy, which is to promote people-oriented urbanization and make the areas that the people are most concerned about and urgently need as important tasks for smart city construction.
In 2015, with the further deepening of the administrative approval system reform by the central government and driven by the National Information Benefiting the People Project, more cities will reduce approval matters, simplify processing procedures, and strengthen the efficiency of information benefiting the people as an important breakthrough in the construction of smart cities. Around the fields of medical care, education, elderly care, social security, etc., with citizens as the center, existing and dispersed services in various departments will be integrated, Deeply promote the full lifecycle application of smart services, and improve the quality of life and happiness of citizens.
In 2014, China and Europe achieved phased results in the cooperation of 30 smart cities. In the future, China will further increase cooperation with neighboring countries and regions in smart cities, focusing on industrial development, standard formulation, application solutions, and deepening international cooperation with countries such as China, Japan, China, South Korea, and China India in smart cities.
